Horizon City, Texas is located in El Paso County, near to El Paso, and is 11 miles from the Mexican border, near to the Rio Grande River. The City has a population of 19,700, and was named after the real estate company which developed it as a planned community in the 1960s.

Horizon City’s current budgeting process is very manual and time consuming. The Finance Director distributes spreadsheets to department heads, and later “copy and pastes” the completed data back into a master spreadsheet.

The Finance Director was looking for a system that was able to extract data from their Tyler Incode ERP system, while being a centralized system for department heads to access their budgets. In addition to this, she wanted a system that could manage salaries and payroll, and that was capable of developing a multi-year budget. Her primary objective was to get away from the error-prone, time wasting collection of data, and the process of having to distribute it back and forth among different departments.

Choosing Questica Budget alleviates the pain of budgeting with spreadsheets by providing Horizon City with a powerful system for preparing their multi-year operating, salaries, payroll, and capital budgets, as well as providing a single source of truth for all of the budgeting data that used to live on various spreadsheets. The City will do more in less time, and will use Questica Performance to monitor KPIs and learn how to optimize their use of finances and resources.

Questica Budget is a complete end-to-end budgeting system for managing Horizon’s City’s $10 million budget. With improved efficiency and confidence that the budget data they share is accurate and error-free, the city will transform their processes for future budgeting success.
